Operative words
These services are healthcare support services. The ETS generally applies in settings where any employee provides healthcare services or healthcare support services. On the other hand, one or more exceptions to the ETS might apply. For example, the ETS does not apply to healthcare support services not performed in a healthcare setting (e.g., off-site laundry, off-site medical billing).... Employers with employees who, in the course of their employment, enter into private residences or other physical locations controlled by persons not covered by the OSH Act (e.g., homeowners, sole proprietors) must include policies and procedures in their COVID-19 plans to protect their employees entering those locations.
