Operative words
[O]rder the following, effective at 12:01 a.m. on Friday, November 20: Tier 3 Mitigation Order... b. Wear a face covering in public places or when working. Any individual who is over age two and able to medically tolerate a face covering (a mask or cloth face covering) shall be required to cover their nose and mouth with a face covering when in a public place... [Personal care service: operate at the lesser of 25 clients or 25 percent of capacity; face coverings must be worn at all times by clients and service providers; suspend services where a face covering cannot be worn (e.g., facials, beard trims); physical, occupational and massage therapy allowed as deemed necessary by a medical provider with 15-minute spacing between appointments; virtual consultations recommended].
