Operative words
As of July 13, 2020, there are 32 counties on the list, and additional counties may soon [be added].... For counties on the County Monitoring List, the risks and impacts of disease transmission are even greater. The science suggests that for indoor operations the [risk is higher]... [I am ordering closed] indoor operations for additional sectors which promote the closed-space mixing of [populations]:... personal care services (including nail salons, massage parlors, and tattoo parlors), hair salons and barbershops, and malls.
