Operative words

Tennessee Department of Agriculture (Mar. 27, 2020): 'This is not business as usual... Prohibit spectators, including children... Only allow one bidder per business or family on site... If possible, allow bidding online and/or over the phone.' Iowa (IDALS and IDPH, Mar. 23, 2020): 'No spectators (including family members and farm help) should be allowed at the auction market... Close all parts of the auction market that are not directly associated with the sale.' Kansas Department of Agriculture (Mar. 30, 2020): 'Licensed Livestock Auction Markets and Livestock Breeding Stock Auctions may continue, but these' operations were bound to the stay-home order's conditions (EO 20-16).

Notes

2020: Sales continued as essential food-supply functions under State-issued conditions: spectators and sellers excluded from the ring, one buyer per business, buyers screened at entry, cafes and seating closed, sales moved to online and telephone bidding; the Iowa and Nebraska departments directed operators to 'Critically evaluate each auction to determine whether it needs to be held. If an auction can be postponed, please do so.'. 2021: The State letters' conditions ran with the State orders they implemented (Iowa's distancing mandates to Feb. 6, 2021; Kansas EO 20-16's successors; Nebraska's DHMs to June 2021); no 2021 instrument specific to auction markets is in the Library. Usual dates: weekly sales; special sales in spring and fall. Scale: the LMA's page records State letters to market operators in at least eleven States between Mar. 20 and Apr. 3, 2020 (Ex.
