2020: Maryland closed senior centers by order March 12, 2020 (Ex. MD-002, restated Exs. MD-004); Lexington closed its senior centers March 13, 2020 (Ex. MET-SDF-044) and reopened its facilities June 3, 2021 (Ex. MET-SDF-035); Alabama's public-gathering orders closed senior programs (Exs. AL-003, AL-005); travel-agency storefronts fell under the non-essential closures and telework mandates of March-June 2020; U.S. Travel reported the 'catastrophic impact' on travel businesses March 17, 2020 (Ex. SEC-21-GM-041). 2021: Congress created the $2 billion Coronavirus Economic Relief for Transportation Services (CERTS) program for motorcoach, school bus, passenger vessel and pilotage companies that 'suffered revenue loss due to the coronavirus pandemic' (Consolidated Appropriations Act, 2021, Div. N, Title IV, Subtitle B, December 27, 2020; more than 1,400 grants; Ex. SEC-21-GM-045); senior centers reopened between spring and fall 2021 under local orders (Ex.
