Operative words
This memorandum explains the availability of waivers of certain regulatory requirements... for the following CPD programs:... Emergency Solutions Grant (ESG); and Continuum of Care (CoC).... 11. Re-evaluations for Homelessness Prevention Assistance... The required frequency of re-evaluations for homelessness prevention [is waived] so long as the recipient or subrecipient conducts the required re-evaluations not less than once every 6 months. 12. Housing Stability Case Management... [24 CFR 576.401(e) monthly case management requirement waived]... The condition that the recipient must be the HMIS Lead to pay costs under 24 CFR 576.102(a)(2) is waived... Provisions that are not specifically waived remain in full effect.

Notes
The first of the HUD 'mega-waiver' memoranda; it waived CoC and ESG rules on FMR limits, disability documentation, monthly case management, initial and annual habitability inspections, one-year leases and the 30-day public-comment period so that shelters and rapid re-housing providers could operate under distancing. It is the federal operating charter of the shelter function in Q2 2020.
