Operative words
Facilities shall limit entry only to individuals who need entry, as necessary for [the health and safety of persons in care, consistent with CDC, CDPH and local health department guidance]... facilities shall make arrangements for alternate means of communication for visitors... Facilities may waive buildings and grounds requirements related to capacity or bedroom [occupancy to accommodate isolation]... Facilities may waive personnel staffing ratios as necessary for prevention, containment, [and mitigation]... Facilities may waive the following criminal record background check requirements... New staff at a licensed facility may start caring for persons in care immediately [pending clearance]...
