Operative words

WHEREAS, the Governor requested that the Legislature further extend the state of emergency, declared by the Governor, until August 31, 2020; and WHEREAS, the Legislature finds that it is necessary to extend the state of emergency until August 20, 2020... NOW, THEREFORE, BE IT RESOLVED by the Legislature of the state of Utah that the state of emergency declared by Governor Gary R. Herbert on March 6, 2020, due to infectious disease COVID-19 Novel Coronavirus, which was extended by the Legislature of the state of Utah by House Joint Resolution 24, is further extended to August 20, 2020.

The Legislature granted 11 days less than the Governor requested; the emergency lapsed Aug. 20 and was re-declared the same day (UT-022).
