Operative words

the State of Emergency for the State of Vermont shall be extended through midnight on Thursday, April 15, 2021... Effective March 13, 2021, the Commissioner of the Department of Motor Vehicles is hereby directed to issue a junior operator's license to any individual who was eligible but unable to obtain a learner's permit from March 13, 2020 through June 30, 2020 due to the COVID-19 emergency.
