Operative words

Based on the current data, it appears that a state of emergency will not be justified this year. Because of this, we will issue a series of advisory memos instead of formal guidance documents... schools should require universal masking for all students and staff when indoors until November 1, 2021... Masks should be required indoors for students younger than 12, who are not eligible to be vaccinated at this time... Masks are currently required for all passengers on buses per federal regulation, regardless of age or vaccination status.

Enforcement

School-board policies enforced by exclusion (VT-072); federal bus mask order

Notes

The State's own words: advisory memoranda in place of the force-of-law guidance that lapsed on June 15, 2021, implemented by the school boards' own orders in 'every school but one' (VT-085).

Retrieval note

The August 5, 2021 original (first-ten-days rule; 80 percent threshold) and the September 7, 2021 update (to Oct. 4) are described in VT-083; their PDFs are no longer posted.
