Cite an order

Every instrument in the Library has a stable address and an exhibit ID. This page writes the citation for you, in the Library's own form, as a full citation to The COVID Project and in Bluebook style, from the live record. It also shows how to cite the Library itself and the analyses.

Each ground has its own page and number. Quote the Service's sentence exactly as the page quotes it, then the instruments the page sets beside it by their exhibit IDs.

A quotation from the United States' filings

Cite the filing itself by the pin shown beside the quotation (the document number and page, for example Doc. 44 at 19), with the case name and court the page gives; then, if the reader needs it, as reproduced at The COVID Project, In the Government's Own Words, https://covidproject.com/irs/own-words (last visited Sept. 30, 2026).

The filings are public court documents. The COVID Project reproduces the words and the pin so a reader can check them; the citation belongs to the filing.

How the IDs work

What an exhibit ID tells you

Every record carries one ID. The prefix says which part of the record it came from, and the number is fixed: the address /library/TX-004 will keep pointing to the same instrument. The exhibit file, when The COVID Project holds it, streams from /exhibit/TX-004 with the ID in the file name.

The date you visited

Citations to a web page end with the date it was read. This page fills in today, Sept. 30, 2026; change it to the day you actually read the record. The record pages do not change once published, so the date is a courtesy to the reader, not a warning.

What the grade means

Each record shows whether The COVID Project read the primary source itself (“Primary source read”) or confirmed the instrument from a secondary source (“Confirmed from a secondary source”). Only records of those two grades are published. When the grade matters to your reader, say which it was.

Quoting the operative words

Every record carries the instrument's operative words as written. Quote them from the record page or, better, from the exhibit file itself, and cite the instrument, not the site, as their source. Cite The COVID Project as the place you found it.
