Operative words

"ACCORDINGLY: 1. The Department finalizes its tentative determinations as described in Order 2021-4-2 (April 6, 2021) subject to the modifications described in the body of this Order; 2. The Department determines that the Service Obligation contained in Division N, Title IV, Subtitle A, Section 407 of Pub. L. No. 116-260 applies to air carriers (Covered Carriers) accepting financial assistance under Pub. L. No. 117-2.... 3. The Department determines that those points subject to the Service Obligation are those listed in Appendix A, except those that are listed as winter season, having an exemption, or a service cessation since September 30, 2020;... 4. The Department determines that Covered Carriers identified in paragraph 2 must provide minimum levels of service, as described Order 2021-4-2, to those points identified in paragraph 3." Body: Covered Carriers "shall maintain minimum levels of air service on a nationwide basis, with some exceptions, through September 30, 2021." "The Department finds these requests reasonable and will impose the requirements of this Order on Covered Carriers on the 15th day after its issuance."
