Operative words
II. Establishment of Health Facilities. a. The Secretary is ordered to work collaboratively with health care providers throughout the State to designate and gain access to any and all facilities needed to respond to the catastrophic health emergency, including, without limitation, decommissioned hospitals; and b. Any property owned by the State of Maryland shall be made available to the Secretary as a place of treatment, isolation, and/or quarantine. III. Resource Control. The Secretary is ordered to establish and implement appropriate policies and procedures for receiving, stockpiling, rationing, and distributing (a) all assets received by the State of Maryland from the Strategic National Stockpile; and (b) assets needed for COVID-19 testing.
