Operative words
WHEREAS, counties have continued to close local offices thereby reducing the ability to continue to issue and process Nebraska Department of Motor Vehicles' documents.... 1. All titles, handicap parking permits, in-transits, temporary vehicle registrations, and vehicle registrations issued under Articles 1 & 3 of Neb. Rev. Stat. Chapter 60 that expire on or after March 1, 2020 are hereby valid from the date of this order until 30 days after the lifting of the declaration of the COVID-19 state of emergency.... 2. Expiration dates for all valid Nebraska Department of Motor Vehicles identification cards, driver licenses, and commercial driver licenses... that expire on or after March 1, 2020, are hereby extended until 30 days after the lifting of the declaration of the COVID-19 state of emergency.... 3. All statutory requirements and deadlines set forth in Articles 1, 3, and 4 of Neb. Rev. Stat. Chapter 60... for the issuance or renewal of licenses, permits, titles, liens, certificates of registration, and other documents by the Department of Motor Vehicles and its agents are hereby waived until 30 days after the lifting of the COVID-19 state of emergency.

Notes
The recital records that Nebraska counties had 'continued to close local offices' by March 19, 2020; the order kept vehicles, dealers and lenders legal while titling and lien filing were unavailable.
