Operative words

In-person instruction may resume as regions transition to Phase 4. Districts must follow IDPH guidelines... During Phase 4, IDPH guidelines will: Require use of appropriate personal protective equipment (PPE), including face coverings; Prohibit more than 50 individuals from gathering in one space; Require social distancing be observed, as much as possible; Require that schools conduct symptom screenings and temperature checks or require that individuals self-certify that they are free of symptoms before entering school buildings; and Require an increase in schoolwide cleaning and disinfection.... The State Superintendent has determined that Remote and Blended Remote Learning Days must ensure at least 5 clock hours of instruction or school work for each student.

Enforcement

Executive Order 2020-47 s. 1 (in-person instruction permitted only in accordance with IDPH and ISBE guidance); 20 ILCS 2305/8.1 (IDPH enforcement); 77 Ill. Adm. Code Part 690 emergency amendments (Ex. IL-021) (enforcement of face-covering and gathering requirements against schools); ISBE recognition under 23 Ill. Adm. Code 1.20

Notes

The fifty-person cap and face-covering requirement governed every Illinois school building for the 2020-21 year; the FAQ and the IDPH memo on face-covering tolerance were companion documents on ISBE's index
