Notes
Husch Blackwell's Illinois chronology (Aug. 10, 2020): 'Governor filed emergency rules regarding face coverings and gathering sizes.' The rules gave IDPH's face-covering and gathering requirements a business-level penalty backstop separate from the IEMA Act.
Retrieval noteThe Illinois Register issue carrying the rules (44 Ill. Reg., Aug. 2020) could not be downloaded (ilsos.gov timed out; no Wayback capture); JCAR's codified Part 690 pages returned 404 after the ilga.gov redesign. Describe by category in the memoranda; do not quote.
