Operative words
In accordance with interim guidelines issued by the Centers for Disease Control and Prevention recommending that in-person events consisting of 10 people or more be canceled or postponed... the State University System directs all state universities to take the following actions to minimize the health and safety risks to students, faculty, staff and their campus communities: REMOTE INSTRUCTION Effective immediately, remote instruction will continue through the end of the Spring semester at each state university and students who can return home should return home.

The system's March 11, 2020 statement first moved instruction remote for two weeks (record 026); this directive extended it through the semester and emptied the campuses; reached bookstores, food-service contractors, housing and event vendors in every university town
