Operative words
Out of an abundance of caution and in order to minimize person-to-person contact during the covid-19 outbreak where possible, the New Jersey Racing Commission is hereby granting a temporary waiver of the requirement that NJRC-issued licenses be renewed for calendar year 2020.... Persons meeting these requirements will be allowed to participate in racing in New Jersey through April 13, 2020 without applying to renew that license and/or updating their fingerprints, if due.
