WHEREAS... health care facilities must be afforded the ability and flexibility to maximize staffing... hereby ORDER and DIRECT the following: [covered facilities may hire certified nursing aides certified in other States under stated conditions]... This Order shall take effect immediately and shall remain in effect until such time as it is [rescinded].
