Professions under the Board for Barbers and Cosmetology, as personal service providers, should maintain the highest possible standards for sa[nitation]... Virginians are strongly urged to avoid non-essential gatherings of more than 10 people, per federal guidelines. Per a public health em[ergency order] issued by Governor Northam and the State Health Commissioner, restaurants, fitness [centers, and theaters] are mandated to significantly reduce their capacity to 10 patrons, or close.... Please note that all licensees are required to take sufficient measures to prevent transmission of communicable or infectious diseases
