Operative words

Effective at 12:01 a.m. on Thursday, March 26, 2020, the Delaware Memorial Bridge Twin Span will implement cashless tolling at its southbound Toll Plaza during the COVID-19 pandemic.... No toll collectors will be present nor will cash be accepted in any lane.... Those travelers who don't have E-ZPass will have their license plate captured. An invoice for the cost of the toll will be issued to the registered owner of the vehicle via U.S. Mail.... In a related development, the COVID-19 virus has dramatically impacted traffic volumes on the Delaware Memorial Bridge. The traffic numbers for the most recent seven-day period (March 18-24) total 193,390 vehicles, a decline of 40% compared to the same period last year.
