Operative words

I. Transportation of Emergency Equipment, Services, and Supplies. A. Documents issued under authority of this proclamation shall be subject to [the conditions set by] the Alabama Law Enforcement Agency and shall cover designated state routes.... D. Insurance requirements shall not be waived. E. Nothing in this proclamation shall be construed to allow any vehicle to exceed the weight limits posted for bridges and like structures
