Operative words
The entire state is impacted by COVID-19, and I am declaring the entire state an emergency disaster area.... (1)(a) Due to the high risk of community spread of COVID-19, gatherings of more than ten (10) people in any confined indoor or outdoor space are prohibited until further notice. Gatherings subject to this directive include, without limitation, community, civic, public, leisure, commercial, or sporting events, concerts, conferences, conventions, fundraisers, parades, fairs, and festivals.
Enforcement
(2) Pursuant to Ark. Code Ann. 20-7-101, violation of a directive from the Secretary of Health during this public health emergency is a misdemeanor offense... punishable by a fine of not less than one hundred dollars ($100) nor more than five hundred dollars ($500) or by imprisonment not exceeding one (1) month, or both
Notes
Exempts businesses, manufacturers, construction companies, places of worship, the General Assembly, local governing bodies and the judiciary from the cap, 'advised' to keep six feet; unenclosed outdoor spaces exempt where six feet can be kept.
