Operative words
(2) No quarantine regulations of commerce or travel shall be instituted or operated by any place, city, town or county against another place, city, town, or county in this or in any other state except by authority of the Secretary of Health; (3)... The Secretary of Health, in consultation with the Secretary of Education, shall have sole authority to close public school campuses throughout the state for reasons related to COVID-19
