Operative words

Recital: Executive Order 2020-10 'was issued delaying non-essential, elective medical and dental surgeries to conserve hospital beds, personal protective equipment (PPE) and other equipment such as ventilators needed to treat COVID-19 patients'; the order establishes the process by which a facility may request exemption from EO 2020-10 on conditions (PPE supply, testing, capacity) effective May 1, 2020.
