Operative words
Regardless of symptoms, all healthcare facilities must screen all patients... Facility must maintain a plan to reduce or stop performing surgeries and procedures... Workers must maintain social distancing of at least 6 feet from non-patients... All visitors must wear a fabric face covering or be provided with a surgical mask

What it required
Resumption of routine and elective care was conditional: universal patient screening ('must screen all patients'), a maintained surge plan to stop procedures, pre-procedure testing and patient self-isolation after testing ('patients must self-isolate'), six-foot distancing by workers, 'Exceptional environmental mitigation strategies', a written visitor policy with masking and screening of every visitor and records 'sufficient for' contact tracing; recorded exactly, providers 'shall make every effort to minimize physical contact', 'are also encouraged to utilize' listed protections, and 'should' review procedures with their task force; CDC ambulatory, dental and dialysis guidance is linked ('dental guidance should be followed').
