Operative words
The board shall also have direction and control over all sanitary and quarantine measures for dealing with all infectious, contagious, and communicable diseases within the state and direction and control to suppress them and prevent their spread.
Penalty
Violation of the Board's orders or rules is a misdemeanor under 20-7-101 (Ex. DUT-AR-003)
What it required
Vests the State Board of Health (acting through the Secretary of Health) with direction and control of all quarantine rules and enforcement and of all sanitary and quarantine measures for communicable diseases, and directs the Governor, when an epidemic threatens, to order the Board to take such action as the public safety demands; it is the statutory source of every ADH directive's recital of 'sole authority over all instances of quarantine, isolation, and restrictions on commerce and travel'.
