Operative words

CONN-OSHA administers Connecticut's Public Employer Only State Plan and enforces occupational safety and health standards as they apply to all municipal and state employees. As a State Plan state, CONN-OSHA adopts and enforces standards that are at least as effective as the federal requirements.

Penalty

Conn. Gen. Stat. § 31-382 (public employers); 29 U.S.C. § 666 (private employers, federal OSHA)

What it required

Establishes the jurisdictional fact that fixes which general duty bound which employer in Connecticut: public employers under Conn. Gen. Stat. § 31-370(a) enforced by CONN-OSHA; private employers under 29 U.S.C. § 654(a)(1) enforced by federal OSHA (Bridgeport and Hartford Area Offices), with CONN-OSHA offering consultation to 'both public and private sector employers.' Retrieval note

The second sentence of the quotation paraphrases the page's continuation ('As a State Plan state, CONN-OSHA adopts and...'); the first sentence is verbatim. CONN-OSHA issued no COVID-19 emergency temporary standard.
