Operative words
(2) The Mayor may revoke, suspend, or limit the license, permit, or certificate of occupancy of a person or entity that violates an emergency executive order. (3) For the purposes of this section a violation of a rule, order, or other issuance issued under the authority of an emergency executive order shall constitute a violation of the emergency executive order.

What it required
Added to sec. 7-2307 the licence, permit and certificate-of-occupancy sanction for any person or entity violating an emergency executive order, and made a violation of any 'rule, order, or other issuance' under an emergency order (including DC Health guidance issued under the orders) a violation of the order itself; also amended sec. 7-2304.01(d) (crisis standards of care; waivers) and sec. 7-2306 (extension of the March 11, 2020 emergencies).
