Operative words
It is the duty of the Department of Health to:... (2) Administer and enforce laws and rules relating to sanitation, control of communicable diseases, illnesses and hazards to health among humans and from animals to humans, and the general health of the people of the state.

The statute imposes on the Department of Health the duty to administer and enforce the sanitation and communicable-disease laws and rules, to coordinate 'the prevention and suppression of communicable... diseases' with federal, state and local officials, and to 'investigate and control the spread of disease' in an emergency (subs. (2), (3), (7)); it is the rulemaking base for Fla. Admin. Code ch. 64D-3 (Ex. DUT-FL-013).
