Operative words

follow the recommendations of local officials to the best of your ability. Help stop the spread of germs by wearing face coverings in public places, washing your hands frequently, avoiding touching your face when out in public, trying to keep a distance of at least 6 feet from people who appear to have respiratory illness... and staying home when you are sick.

What it required

Nothing of its own force: it recommended face coverings in public places, six-foot distancing, hand hygiene and staying home when sick and directed readers to the Stay Healthy Order ('Information on the Stay Healthy Order here'); the same measures were the mandatory employer duties of the Stay Healthy Orders then in force (Ex. ID-005 sec. 7.c; Exs. ID-006, ID-007) and of the district and city orders (Exs. ID-022, ID-073).
