Operative words
(1) The cabinet shall enforce the administrative regulations promulgated by the secretary... for the regulation and control of the matters set out below and shall formulate, promote, establish, and execute policies, plans, and comprehensive programs relating to all matters of public health, including but not limited to the following matters: (a) Detection, prevention, and control of communicable diseases

What it required
Commanded the Cabinet to enforce its communicable-disease control regulations (902 KAR ch. 2) and to execute programs for the detection, prevention and control of communicable diseases; recited as authority in EO 2020-586 (Ex. KY-022) and held by the Supreme Court of Kentucky to supply the basis for the face-covering and distancing measures (Ex. KY-032 at 82 n.63).
