Operative words

When it is safe to begin reopening closed businesses, each industry sector will have a list of requirements that they must meet in order to safely reopen. If a business fails to comply with those requirements, it will not be able to reopen. Any violations of those requirements can be reported to the KYSAFER hotline at 833-KYSAFER or kysafer.ky.gov.

Stated the Commonwealth's own reading of its program: reopening was conditioned on meeting the minimum and sector requirements; 'even those businesses that were previously open must adopt new safeguards' and 'must also meet the minimum requirements by May 11th'; 'all employers are required to have a designated Healthy At Work officer'; employees 'are generally required to wear masks'; noncompliance reportable to the Labor Cabinet's KYSAFER hotline. The page's 'recommended' items (safety coordinators at each site; forms for health checks) are recommendations and are recorded as such.
