Operative words

A local disaster or emergency may be declared only by the parish president... such authority may do any or all of the following:... (7) Control ingress and egress to and from the affected area, the movement of persons within the area, and the occupancy of premises therein.

Penalty

R.S. 29:724(E) (Ex. DUT-LA-006): fine up to $500 or confinement up to six months for violating any order, rule or regulation promulgated under the Chapter

What it required

Supplied the statutory basis for parish and municipal COVID-19 emergency declarations and orders (the New Orleans orders in the metro library, MSY) controlling movement and the occupancy of premises, which every gubernatorial proclamation preserved ('does not limit the ability of a local jurisdiction... from enacting more restrictive limitations,' Ex. LA-003; 'all local governing authorities... shall retain the authority to issue more restrictive measures,' Exs. LA-030 to LA-040). Retrieval note

Official statute page rendered Sept. 28, 2026. Subsection (D)(3) requires that every local order or proclamation 'shall be given prompt and general publicity and shall be filed promptly with the office of emergency preparedness and the office of the clerk of court.' The 2022 amendment postdates the period.
