Operative words
(1) The department may make public health inspections of... theaters... and other buildings or facilities where persons assemble. If public health deficiencies are found in the facility, the department may direct that conditions be corrected within a reasonable time. (2)... may bring an action, including an action for injunctive relief, to correct the public health deficiencies.

What it required
Every building or facility 'where persons assemble', which includes every place of business open to the public, is subject to State inspection, to a directive that 'conditions be corrected', and to an injunction to compel correction; the Directives recited this section as authority to 'take steps to limit contact between people' in 'buildings or facilities where persons assemble' (Ex.
