Operative words

issue an order requiring the isolation, quarantine or treatment of any person or group of persons... The order may direct the person or group of persons to take other actions that the health authority has determined are necessary to prevent the spread of the communicable disease.

Penalty

NRS 441A.910: every person who violates any provision of the chapter is guilty of a misdemeanor (NRS 193.150: up to 6 months and $1,000); NRS 441A.900: injunction and any order 'reasonably necessary... to compel compliance with any regulation of the Board or order of the health authority'; NRS 441A.920: $1,000 administrative fine per violation for providers, facilities and laboratories

What it required

The health authority must investigate every communicable disease posing a public risk and take the control measures the Board's regulations require, may order isolation or quarantine of any person or group and 'other actions... necessary to prevent the spread,' every person must comply on pain of injunction (441A.900) and a misdemeanor (441A.910), and a contagious person may not engage in any occupation with a high probability of transmission (441A.180). Retrieval note

NRS 441A.160(1): the health authority 'shall immediately investigate the matter and all circumstances connected with it, and shall take such measures for the prevention, suppression and control of the disease as are required by the regulations of the Board or a district board of health.' NRS 441A.160(2)(a): entry on private property to investigate. NRS 441A.180(1): a person with a communicable disease in an infectious state 'shall not: (a) Conduct himself or herself in any manner that has a high probability of transmitting the disease to another person; or (b) Engage in any occupation in which there is a high probability that the disease will be transmitted to other persons'; misdemeanor after written warning (441A.180(3)). NRS 441A.510-441A.720: emergency and court-ordered isolation and quarantine of 'a person or group of persons,' including 'a residence or other safe location' (441A.550). Directive 018 s. 6 invoked NRS 441A.180 in terms for the stay-home and quarantine duty of persons testing positive (Ex. NV-016).
