Operative words
Every person is responsible for injury to the person, property, or rights of another caused by his willful acts or caused by his want of ordinary care or skill, subject in the latter cases to the defense of contributory negligence.

What it required
The general statutory duty of ordinary care that every business owed its employees, customers and invitees; in 2020 and 2021 the governmental health directives supplied the content of ordinary care on premises open to the public, and HB 1046 (Ex. DUT-SD-013) later confined exposure claims to intentional transmission while leaving the duty itself in place (21-68-6: the Act does not 'eliminate or satisfy a required element of a claim').
