Operative words
Employers shall report to VDH within 24 hours of the discovery of two or more of its own employees present at the place of employment within a 14-day period testing positive for SARS-CoV-2 virus during that 14-day time period.... Employers shall report to DOLI within 24 hours of the discovery of three or more of its own employees

What it required
The Department's own statement, addressed to every employer, of when the ETS took effect ('published in the Richmond Times Dispatch on July 27, 2020 and takes effect on the same day'), when the training and written-plan duties began (August 26 and September 25, 2020), and the mandatory outbreak-reporting duties to VDH and DOLI within 24 hours under the permanent standard; the page also indexes the Department's answers on coverage ('what industries and employers are covered'), on whether CDC-guidance compliance substitutes for the standard, and on whether the ETS supersedes the Governor's orders.
