Operative words

A local board of health may make and enforce rules in such town or city relating to the prevention, removal, or destruction of public health hazards and the mitigation of public health risks, provided that such rules have been approved by the Commissioner. Such rules shall be posted and published in the same manner that ordinances of the municipality are required to be posted and published.

Every person and business in a town to comply with the local board of health's Commissioner-approved rules for the prevention, removal or destruction of public health hazards and the mitigation of public health risks; the local vehicle for the stricter municipal mask, bar and gathering rules the Governor's orders invited (Exs. VT-021 para. 3, VT-024 para. 8, VT-029 para. 2).
