Operative words

The local health officer... shall:... (3) Control and prevent the spread of any dangerous, contagious or infectious diseases that may occur within his or her jurisdiction;... (5) Prevent, control or abate nuisances which are detrimental to the public health

Penalty

Violation of, or refusal to obey, a health officer's orders: misdemeanor under RCW 70.05.120(4) and WAC 246-100-070(3)

What it required

Charges every local health officer with the mandatory duty to control and prevent the spread of contagious disease and to abate public-health nuisances, the statutory foundation for every local COVID-19 control measure and for Secretary of Health Order 20-03, which recites this section.
