Operative words
(2)(a) Except as provided in (b) of this subsection, every violation of any rule, regulation, or order issued under the authority of this chapter is a misdemeanor. (b) A second offense hereunder the same is a gross misdemeanor.

What it required
Makes every violation of any gubernatorial order issued under the Emergency Management Act (which every Washington COVID-19 proclamation recites, 'under Chapters 38.08, 38.52 and 43.06 RCW') a misdemeanor, and a second offense a gross misdemeanor, and commands every emergency-management organization to enforce those orders.
