Operative words

'1. Effective immediately, Executive Order Nos. 104 (2020) and 107 (2020) are hereby superseded to the extent that they [require school buildings to] remain closed.' Health and safety standards include 'b. Mandatory use of face coverings by staff, students, and visitors' (with exceptions). Districts unable to satisfy the standards 'shall... begin the 2020-2021 school year with remote instruction for all students'; schools resuming in-person instruction 'shall permit students to engage in full-time remote learning upon the request of a parent or guardian.'
