Operative words
[CDC] announces this framework for a phased resumption of cruise ship passenger operations... This Order applies to cruise ship operators with cruise ships operating in U.S. waters... No U.S. cruise with passengers sailed until June 2021, and only under CDC conditions thereafter; a preliminary injunction in Florida v. Becerra (M.D. Fla. June 18, 2021) made the CSO non-binding as to Florida-port ships from July 18, 2021, a fact recited in the Oct. 25, 2021 extension.
