Operative words

This action is effective November 1, 2021, at 12:01 a.m. EDT upon the expiration [of the CSO]... As per the Preliminary Injunction... this Order shall not apply to this subset of ships while this Preliminary Injunction Order remains in [effect]... This Order shall remain in effect until the earliest of (1) the expiration of the [Secretary's declaration of public health emergency, (2) rescission, or (3) January 15, 2022]
