announces the issuance of a No Sail Order and Suspension of Further Embarkation on March 14, 2020 for all cruise ships that are not voluntarily suspending operation.... This Notice of No Sail Order and Other Measures Related to Operations shall apply only to the subset of carriers described below and hereinafter referred to as 'cruise ships,' except this Order shall not apply to any cruise ship that voluntarily suspends operations for the period of this Order

Closed an entire mode of travel and an entire class of venues by federal order for the whole of 2020Q2, Q3 and Q4; the Conditional Sailing Order then kept passenger operations closed through the simulated-voyage and certification phases until June-July 2021.
