2020: The 2020 season was eliminated by the CDC No Sail Order (Exs. FED-027 to FED-030), Alaska's interstate traveler quarantine (Health Mandate 010, Ex. AK-012; ECO-C-028) and intrastate travel mandates (Exs. AK-014, AK-020), and Canada's closure of its Pacific ports to cruise ships (the foreign order pleaded as the circumstance in which the federal instruments operated); the Alaska Marine Highway System operated under screening and testing protocols (Exs. AGY-ST-TRANSPORT-PORTS-TRANSIT-079, -080, -082, -083). 2021: Season truncated: the CSO barred sailings until mid-2021 and Canada's prohibition barred the foreign stop the Passenger Vessel Services Act required; Congress enacted the Alaska Tourism Restoration Act, Pub. L. 117-14 (May 24, 2021), deeming round-trip Washington-Alaska voyages 'foreign voyages' while 'covered cruise ships are... prohibited by the Government of Canada... from entering, berthing, or docking in Canadian waters of the Pacific Coast due to the COVID-19 pandemic,' for voyages beginning by February 28, 2022 (Ex. SEC-21-GM-021); Alaska's travel mandates lapsed February 14, 2021 (Exs. AK-035, AK-036). Usual dates: May-September. Scale: Denali National Park visitation fell from 601,152 in 2019 to 54,850 in 2020 (National Park Service figures via Wikipedia).
