Operative words

III.j. Theaters, Outdoor Entertainment and Sporting Venues... ("Outdoor Sporting Venues"), may open to the general public, provided... the number of spectators permitted in such Outdoor Sporting Venue... shall not exceed 10% of that Outdoor Sporting Venue's Maximum Occupancy... spectators permitted in each section shall not exceed 10%
