Operative words
The below findings and Order are made to adopt a policy and establish guidelines and procedures for requiring Travis County employees and members of the public to wear a face covering when entering into or inside a designated Travis County facility or building.... [Recital:] on August 11, 2021 and as amended on August 13, 2021, the County Judge issued Order No. 2021-09a requiring the wearing of face coverings in designated Travis County Facilities pursuant to his authority under Government Code section 418.108(g)... 4. For Customers who do not have a face covering when entering into or visiting a designated County Facility, face covering will be provided by County. 5. For Customers who do not wish to wear a face covering when entering into or visiting a [County Facility, alternative methods of service will be offered]... and may be refused on-site services.... [Exceptions enumerated; courthouse complexes subject to the Local Administrative District Judge's rules.]

Exhibit lists the designated facilities (courthouse complexes, administration buildings, tax offices, community centers, the International Cemetery buildings and others). The County facility mask requirement thus ran from August 12, 2021 through the end of 2021 Q3 and to March 22, 2022.
