it is hereby ordered that the City Administration shall establish and enforce protocols protective of the public health during the ongoing COVID-19 pandemic for public participation and comment during any City Council or Council committee meeting.... social distancing requirements will be enforced in Council Chambers... any person offering public comment shall be required to exit City Hall after speaking... This Order has the force of law.
