Operative words

I hereby order that restaurants and other establishments remaining open because they are providing only carry-out service develop and submit a plan that established how the restaurants will comply with all state and local order, including social distancing, while providing carry-out service. This order has the force of law and is an emergency measure issued jointly with the Cincinnati Board of Health pursuant to its emergency authority under the Ohio Revised Code.
